Telecom Ministry of India runs BharatNet scheme. Under this scheme, ministry has planned to provide internet connectivity to all the villages of India. In a way, this scheme is a campaign to connect the villages of India with the Internet.

BharatNet scheme will give life to Prime Minister Narendra Modi’s Digital India mission. Two and a half lakh villages already connected under this scheme. The work is still going on.

BharatNet is a multi-pronged scheme. There are many benefits of connecting the village to the Internet using BharatNet scheme. This will help in increasing employment, education, and medical e-commerce business in the village.

On 15 August 2020, the Prime Minister announced plans to connect all the villages of the country with the Internet within 1000 days. Bharatnet scheme announced immediately after that.

Stages of Bharatnet Scheme

So far, three phases have been fixed in this plan.

Phase I – The target of 100000 villages planned in the first phase. The last date for the first phase was December 2017. On 28 December 2017, the then Telecom Minister Shri Manoj Sinha ji spoke to media. As per him 101370 gram panchayats already connected to the internet. Also optical fiber cables laid in all these villages.

Phase II – It was targeted by March 2019. In this phase optical fiber internet was to be provided in all the villages. In this phase, attention was also paid to increase the participation of the state governments.

The use of radio, satellite media and electric poles was also recognized for Internet service. The target of March 2019 was set to complete the second phase. Government planned to cover Eight states in the second phase.

Phase III – The target of Phase III planned from 2019 to 2023. In this phase, a target is to connect all the blocks with the district.

Information about the completed work

On 28 December 1917, the then Telecom Minister Shri Manoj Sinha ji informed the media about the scheme. As per minister Sinha 101370 gram panchayats already connected with broadband connectivity. 2 lakh 54 thousand 895 km of optical fiber cables already laid. Optical fiber cable already installed in 1,09,926 gram panchayats.

Apart from this, on June 11, 2018, Railway Minister, Union Minister Piyush Goyal and Ravi Shankar Prasad launched schemes to strengthen CSC. Wi-Fi facility will be provided to 5000 village chaupals under CSC.

Apart from this, CSC will get railway ticket booking rights. For this, CSC has signed an MOU with IRCTC. All these works are being looked after under the Prime Minister’s Digital India Mission.

Preparations are on to promote CSC further. Will also act as Agent of CSC Bank in near future. Apart from this, CSCs will be established as a center for Insurance, Banking and Aadhar Card. In future CSCs planned to link with more facilities.

BharatNet Scheme – 2021

On June 30, 2021, Prime Minister Shri Narendra Modi made some improvements in the BharatNet scheme. He launched the 3P model. The 3P model means public-private-partnership. Now some private companies will also work with the government in this scheme.

Government will cover 16 indian states under BharatNet scheme. The government started this scheme by giving an advance contribution of Rs 19,041 crore.

In this phase, 3,61,000 villages will get benefit to this scheme. The total expenditure will be Rs 29,430 crore. In this the government has contributed 19041 crores. The rest of the expenses will be borne by the private companies.

As per Union Minister Government planned to spend ₹ 95000 crores in 30 years. But under the Public Private Partnership model, the government will save a lot in this.

Why is the government spending so much on planning in India?

 Initially the Government of India is working closely with private companies on this scheme. According to the latest figures, Government spent Rs 61,109 crore so far.

The government is spending on this scheme for a specific purpose. By connecting the villages with modern technology, the government wants to connect them with modern India.

After the internet facility comes into the village, this will increase the education sector, medical e-commerce business. That is why the government is working closely with private companies on the BharatNet scheme.

What is the Apun Ghar scheme ?

Basically, Apun Ghar scheme facilitates housing loans for the regular Assam state government employees. During the 2016-17 budget session the state government launched this scheme.

The Apun Ghar loan grants benefits on home loan interest. It is only for regular Assam state government employees. State Bank of India supports and materialises Apun Ghar home loan scheme.

Moreover, the Assam government and SBI signed an MOU in 2016-17. Thus, SBI provides home loans at subsidised interest rates.

The maximum limit of this loan is Rs 15 lakh. It covers approximately 4.2 lakh state government employees. The loans will be sanctioned for construction of a house on an existing plot of land.

Moreover, a loan grant is applicable either in the name of a government employee or his/her spouse. Employees can avail loans for purchase of land or construction of houses. Loans are also available for purchase of a flat or readymade building within the state of Assam.

Purpose behind Apun Ghar home loan

The Assam government wants to give financial support to its employees for their basic needs. Home is a basic necessity for any family. By providing this scheme, the government wants to ensure housing for all its employees.

Eligibility Criteria for Apun Ghar home loan

These are the basic eligibility criteria for this scheme :

• Applicable for Assam state Government employees.
• Minimum age should be 21 years.
• Resident of Assam for at least 5 years.
• Maximum 70 years for employees with pensionable service
• Maximum 60 years for employees with non-pensionable service

Rate of interest and subsidy for Apun Ghar Home Loan :

The state government employees can avail a loan of up to Rs 15 Lakh. Employees can avail an interest subsidy of 3.5%.

There is a fixed Interest rate for men and women employees. For men the rate of interest is 5.5% and for women employees it is 5%.

So for men employees the interest rate is 8.5%. For women employees the rate of interest is 8% which is 0.5% less than for men employees. 

Moreover, the subsidy helps both in terms of lower interest rates and lower EMI’s. Listed below are the interest and EMI rates:

Education loan for state employees children under Apun Ghar scheme

Apart from Apun Ghar home loan, employees can avail higher education loans for their children. Rate of interest for education loan under this scheme is 4%.

Moreover, both types of loans will be free of any collateral security and processing fee. A child of a government employee can avail loan up to Rs 10 lakhs.

Repayment starts one year after he or she completes his or her studies. There is no burden to pay the EMI immediately.

The SBI interest rate is 11% of which only 4% will be charged from the employee. The remaining seven percent will be offered as an interest subsidy by the state government

How to Apply for Apun Ghar Home Loan Assam

To apply for Apun Ghar Home Loan Scheme, the state government employees may submit applications to their respective Drawing and Disbursing Officers (DDOs). 

The DDOs will further forward the applications to the SBI for processing.  Further SBI will disburse the loan after verification and documentation.

Moreover, the state government’s finance ministry notification further clarifies that no processing fee will be charged from the applicants. 

A target of 10000 home loans by May next year has been set for the said plan. However, applicants may not visit the SBI branches to apply for the this scheme.

Assam Shishu Seva Scheme was launched by CM on Saturday, 29 May 2021. CM Hemanth Biswa Sarma mentioned it as a complete scheme to help orphans. Covid affected families can again revive due to this scheme.

Children who lost their parents due to Covid are beneficiary to this scheme. On 10 June 2021, Assam CM organized a public drive for this scheme. He gave a cheque of 3500 rupees, FD certificate and a laptop to 11 childrens. Later he tweeted about this schemes.

This year in May 2021 BJP party leadership put its concern on Covid pandemic. They suggested to its state ruling governments to help covid-19 affected families. Assam is a BJP ruled state. In support of this, Assam CM launched this scheme. This scheme is a full package to care orphan children.
